Andrew Jackson Higgins was born on June 21, 1921. He served three terms as Platte County prosecutor and a term as Platte City mayor before becoming circuit judge (1960-1964), Missouri Supreme Court Commissioner (1964-1979) and Missouri Supreme Court Judge (1979-1991).
